    an oath of a new officer

  111. and some awards.

  115. Nice to see a packed audience today for us

  116. to hand out some awards

  117. and to also swear in our newest member

  118. of the police department.

  119. So we'll start with our

    swearing in ceremony.

  120. So if I can have Officer Shane

    Bradley come up to the stage

  121. and Officer Aiden Birmingham

    who is going to pin him

  122. - Stand right here.

  123. - So just to give a quick intro

  124. to the community for about Shane.

  125. Shane's a New Hampshire native.

  126. He comes to us from PLA

    style police department

  127. where he's been, was employed

    there since September of 22.

  128. He attended the hundred 91st

    New Hampshire Police Academy.

  129. He was a classmate of

    Officer Birmingham's there

  130. and it was Officer

    Birmingham who recruited him,

  131. I'll say, to come here.

  132. So in his time in Plata,

  133. he's had experience working

    in the patrol division,

  134. also served in detectives

    down there at their PD

  135. prior to police work.

  136. He has experience working in the trades

  137. and he honorably served our

    country in the US Marine Corps.

  138. So we are proud to have

    Shane with us choosing

  139. to join us today in the police department.

  140. And it's a benefit to the city

  141. to accept a officer who's

    already been through the academy.

  142. As we don't have to send them

    to the 16 weeks of training.

  143. We're able to do our

    in-house training program,

  144. get 'em into field training,

  145. and then out onto the

    street as soon as possible

  146. to serve the citizens of Rochester.

  147. So if Becky, if I can

    have you come forward

    portion this evening, I'll say

  173. that we solicit every year for

    awards from our staff members

  174. for a support person of the

    year, officer of the year,

  175. and the Ted Bla Memorial Award each year

  176. and in my career, this is a first for me.

  177. We had a record, record

    number of nominations

  178. which did not make the

    task for our admin to sift

  179. through the nominations

    and decide on the awards.

  180. So it's great to see

  181. coworkers nominating other coworkers

  182. and you know, really

    putting an effort forward

  183. to show the great work

  184. that the people are

    doing day in and day out.

  185. So kudos to everybody

    who submitted for people.

  186. I think it's great. So we'll start off

  187. with our support person of the year.

  188. So Shauna, if I can have

    you come to the stage

  189. with anybody that you would like.

  190. So to introduce Shauna

    to everybody, she's one

  191. of our admin techs who works

    in our records department.

  192. She is the smiling face

  193. that you see when you come into

    the PD lobby during the day.

  194. She was nominated by several

    of her peers for the work

  195. that she does day in and day out.

  196. She's been employed here

    at the PD since 2021.

  197. And as I said, she's the first person

  198. that you see when you come in.

  199. And she has the privilege

    sometimes of dealing with people

  200. who are generally committed,

  201. who might not be very happy

    with why they're there.

  202. But she is a smiling face.

  203. She often calms people down

  204. and really starts off that

    interaction in a pleasant manner.

  205. She's consistently professional,

    delivers the highest level

  206. of customer service to the

    people that she's dealing with.

  207. She is the main point

    person who deals with all

  208. of our records requests

  209. and deals with the insurance companies

  210. and the state for handling

    of these, these records.

  211. So without her hard

    work behind the scenes,

  212. we wouldn't be able to be successful.

  213. So we'd like to honor you

  214. and we have a plaque for you

    as the 2024 support person

  215. of the year in recognition

    of your superior performance

  216. with the Rochester Police Department.

  217. - Thank you. Congratulations.

  218. - So we'll move on to the 2024

    Police officer of the year.

  219. If I can have Officer Brian

    Dale come to the stage

  220. with anybody that he would like,

  221. - Wants get a photo.

  222. - All right. So Brian

  223. had a record number of eight nominations

  224. by his coworkers for this award.

  225. He's been with us since 2022.

  226. He was recognized some, some of the things

  227. that people said about him

    in their nominations letters.

  228. He has a great attitude,

    very knowledgeable

  229. for his time as an officer.

  230. Works hard to expand his knowledge.

  231. Does an excellent job

    of building, building

  232. and developing rapport with

    individuals he's dealing

  233. with on service calls.

  234. He's very empathetic to individuals.

  235. He's react, he's interacting

    with, he's a team player,

  236. always is positive, motivated,

  237. he's very self-motivated

  238. and one of the highest proactive officers

  239. within the patrol division.

  240. He looks to solve problems,

    not just the symptoms.

  241. And he, during this year, he

    took it the lead on a couple

  242. of situations that we were

    dealing with in neighborhoods

  243. and really was the lead

    person on working through them

  244. and improved the neighborhoods.

  245. He's one of the officers who willingly

  246. and often takes a ride along from citizens

  247. or perspective employees

  248. and we always get positive feedback

  249. from these people on

    their experience with him.

  250. So one of his i'll,

  251. the last comment is one of his nominations

  252. from somebody says that he

    feels Officer Dale will someday

  253. make a good supervisor.

  254. So just saying, oh yeah, not yet.

  255. So we have a plaque 2024 police officer

  256. of the year presented to

    Brian Dale in recognition

  257. of superior performance

  258. with the Rochester Police Department.

  262. - So our last award is the

    Chief Ted Blair Memorial Award.

  263. If I can have members of the

    Blair family, if they'd like

    Detective Matt Kimball come up

  266. to the stage and bring

    anybody that he would like.

  268. The Chief Blair Memorial Award named

  269. after former Chief late chief Ted Blair.

  270. I didn't have the pleasure

    of working with him,

  271. but you hear stories specifically

    from Becky of her time

  272. and the enjoyment that she

    had working with him in the,

  273. in the type of person that he was.

  274. So I'm gonna read the nomination letter

  275. that was given for, for Matt.

  276. I'd like to nominate

    Detective Matthew Kimball

  277. for the Chief Theodore

    Blair Junior Memorial Award.

  278. When I looked at characteristics

  279. of Chief Blair possessed the

    past Memorial Award recipients,

  280. I believe Matt will be a great selection.

  281. He always conducts himself

    in a professional manner,

  282. maintaining a positive

    attitude, even when he deals

  283. with traumatic cases involving

    crimes against children.

  284. He's the first to ask a

    coworker how they're doing

  285. and often has the room laughing

    with his sense of humor.

  286. Matt has a leadership role in the military

  287. and has taken a leadership role

  288. with the Strafford County

    Regional Tactical Operations

  289. Unit As a sniper.

  290. He helps train the SWAT

    team with his knowledge

  291. of woodland navigation

  292. and tactics in Investigative

    Services Bureau.

  293. He has taken on additional

    responsibilities dealing

  294. with internet crimes against children,

  295. and being one of our

    subject matter experts in

  296. cell phone extractions.

  297. Matt often sends out helpful

    resources to the department

  298. to help provide further training.

  299. He's well liked by his peers,

  300. communicates effectively with everyone.

  301. He works with his ability to

    maintain positive attitude

  302. and motivate others to help

  303. accomplish the department's mission.

  304. When I think of the term police

    professional, I am honored

  305. to say I work with multiple

    people who come to mind.

  306. Matt is one of those individuals

  307. and will be a great addition

    to the Chief Theater,

  308. Blair Junior Memorial Award recipients.

  309. This is submitted by one of his coworkers,

  310. detective Kyle Daney.

  345. So continuing on, we are now

    in item five B monthly reports.

  346. - Thank you Commissioner.

    I'll just touch on

  347. some key points on our

    support services bureau.

  348. Starting with our detectives

    units, we had seven

  349. ISB callouts during this reporting period.

  350. Very busy month for

    detectives regarding that.

  351. They currently have one active

    background investigation

  352. going hopefully some more

  353. regarding our dispatch center.

  354. One of our trainees was

    recently released to

  355. solo dispatching.

  356. So that's always encouraging.

  357. We've talked every month about how

  358. staffing has been down in that center.

  359. So it's always good when we have somebody

  360. that gets off a field training.

  361. We still have one other person

    that is still in training

  362. and two other people have

    been past their backgrounds

  363. and have been given start dates leaving us

  364. with one open position

    in the dispatch center.

  365. So right now things are

    trending better than they have

  366. in the past several years in the center.

  367. So that's really encouraging to see.

  368. And we obviously, we

    hope that it continues.

  369. We had some training

    during the month for both,

  370. for all staff regarding harassment

  371. and our required annual

    trainings for the academy.

  372. As well as some in-house trainings.

  373. We've helped training

    some of the newer officers

  374. and people that are on field training.

  375. So we continue to do a a,

    a good job getting people

  376. ready for certain things.

  377. Before I move on, do you

    have any questions so far?

  378. - I do not. Anybody? Nope. Okay. No.

  379. - Excellent. Our school

    resource officers in the middle

  380. school and in the high

    school still continue

  381. to teach lead classes and

    perform their other SRO duties.

  382. Their tremendous help to

    the schools. And for us.

  383. We have begun our explorer program.

  384. We've had some trainings with them on,

  385. I believe it's Tuesday nights.

  386. And that seems to be

    very successful this far.

  387. They seem to be enjoying it.

  388. The instructors seem to

    be taking a liking to it

  389. and they've kind of revamped

  390. the format a little bit this year.

  391. And so far it seems to be

    off to a, a great start.

  392. - Do you know how many

    participants we have

  393. in that Explorers?

  394. - I think 20. Wow.

  395. If I remember correctly,

    I'm not, I'm, I'm not sure.

  396. I'm not sure on the positive number,

  397. but I, I think it was around 20 the last

  398. time I, I had checked into it.

  399. - Yeah. Last night they

    have their meetings on

  400. Tuesday nights and last

    night when I looked

  401. in, all the seats were filled.

  402. So it was about 18 to

    20 kids that were there.

  403. So that's that's awesome.

  404. Yeah, and we were about the same last

  405. year too, so that's good.

  406. - Wow.

    - I'm gonna move on

  407. to our Diversion Dream

    Teen Drug Court program.

  408. Some things to note are,

  409. we had another successful teen night

  410. where they had about 120

    students in attendance.

  411. We helped participate in

    Winter Fest on January 25th,

  412. which was also a success about estimated

  413. around 300 in attendance for that as well.

  414. It was a decent day

  415. and a, a good turnout for,

    for that kind of weather.

  416. So we were pleased with that.

  417. And unless you have any questions,

  418. that's really all I have to report out on.

  419. - No, I, I just, one comment.

  420. I had the opportunity to

    stop in tea night last month.

  421. I found that it was very

    well organized and run

  422. and we had some great staff there.

  423. I think it's a great event. It

    gives that age group a chance

  424. to go to do something in, in

    a safe environment, which,

  425. which is something that

    we need to continue to do.

  426. So it's very well done. Yeah. Thank you.

    the administrative report

  430. on the financial purchasing end.

  431. The lines are all, are

    where we expect them to be.

  432. Also, we are approaching

    the end of the building,

  433. the fiscal year 26 budget.

  434. We've created our requested

    budget, submitted it

  435. to the City Manager and

    the finance department,

  436. and the chief has started on

    a lot of the presentations

  437. explaining what we're asking for

  438. and why for our upcoming budget

  439. on the training and hiring end.

  440. Captain Pinkham already mentioned it,

  441. but there is a increase in the

    required hours starting this,

  442. excuse me, for January, 2025.

  443. Required hours per officer,

    per the academy is 24 hours.

  444. We don't generally have a

    problem meeting that requirement

  445. because we do send officers

    to a lot of trainings.

  446. But now that is mandated

    through the academy.

  447. Some of the trainings, this past month

  448. we had four officers attend a

    DEA basic narcotics symposium.

  449. Three officers attended a

    interview and interrogation class.

  450. Three officers, excuse

    me, two officers Identi

  451. attended a drug identification training.

  452. Andres were a mass, our three, excuse me,

  453. our four officers who are in

    field training have progressed

  454. to phase three of field training.

  455. They're progressing well.

  456. Officer Claire Buff

    completed field training

  457. and she had her training review board

  458. and she's been on solo

    patrol for some time now.

  459. We saw that Officer Shane

  460. Bradley has come onto the department.

  461. He is now in field training as well.

  462. We expect his field training

    to go relatively quick

  463. because of his experience with Plato.

  464. Our two officers in the

    academy, officer Stevens

  465. and Officer LaClaire are

    progressing well in the academy

  466. and we continue to interview

    qualified candidates.

  467. We have multiple people

    in the background stage

  468. and we currently have four

    openings for police officers.

  469. - Is that including the one tonight?

  470. - No, we are after tonight's

    meeting. We have four after

  471. - Tonight.

  472. - Any other questions?

    - No, I I, I'm good.

  473. And, and the pat is,

  474. we're still recruiting good offices.

  475. We haven't less than our standards.

  476. We haven't lessened our requirements.

  477. Everybody that we've been

    hiring have been very good

  478. applicants and should

    make fine police officers.

  479. And I think it's proven

    in the past that the ones

  480. that have gone through and

    on the streets now has proved

  481. that our process may tough,

  482. but it it's a good process

  483. and it's worth it at the end

    of the, at the end of the day.

  484. - Absolutely.

    - I that's, you know,

  485. you guys are doing your

    whole department chief

  486. and all you guys are doing a great job on,

  487. on our recruiting retention.

  488. It's very well noticed. Okay.

  491. - I, I just, I do.

  492. It's kind of dovetailing off the Deputy

  493. chiefs talking a little bit.

  494. So FY 26 budget has been submitted.

  495. The budget process is

    well in way as he said

  496. this past Saturday.

  497. The deputy and I took part in the

  498. CIP budget committee meeting.

  499. So it's a new process.

    This is the second year

  500. of this process with the CIP committee.

  501. So we were here on Saturday

  502. where we presented our two CIP projects

  503. for this fiscal upcoming fiscal year.

  504. Our two projects are annual

    cruiser replacement program.

  505. We're asking for three frontline cars

  506. that are replacing vehicles

  507. and we're asking for one

    backline car that's a replacement

  508. to the one that we moved

    to the parking division.

  509. Parking division prior

  510. to this past year hasn't

    had its own vehicle.

  511. And with the changes that

    are coming in the city

  512. for parking, more parking

    enforcement, parking regulations,

  513. they needed a vehicle to get around.

  514. So we took one of our back line

  515. vehicles to dedicate to that.

  516. So it's kind of replacing a backline

  517. vehicle for our detectives.

  518. Our second project is our a

    weapons replacement project.

  519. Our handguns that we

    currently have in service

  520. have been in service

    since approximately 2008.

  521. So we are past the point,

    the industry standards

  522. around 10 years for replacement.

  523. But these weapons have

    held up very, very well.

  524. So we haven't had the

    need to replace them,

  525. but we're coming to the

    point of we feel we need

  526. to make that replacement. So,

  527. - So do you have a weapon in mind?

  528. - We, well, the, the CIP

    committee made mention

  529. of it on Saturday.

  530. Obviously, SIG Sour is now

    a large employer in the city

  531. and we will certainly reach out to them

  532. to talk about their products,

  533. but we will do our due diligence

  534. and look at all manufacturers

  535. and what we will our best value as well.

  536. So I would, as I said on

    Saturday, I would love to partner

  537. and be able to work with sig.

  538. But you know, we, we

    are check all the boxes.

  539. We gotta check all the boxes.

    We're gotta be fiscally

  540. responsible to our, to

    the city and the citizens.

  541. So we will do our due diligence.

  542. - Good.

    - And that's all I had for other

  543. - Okay.

  544. Basically last item correspondence.

  545. And we have a couple items on that.

  546. Detective Livingstone, detective Dcos

  547. and Officer Ganter are thanked

  548. by the brought police

    standards for assisting

  549. during the 1 98 session

    of the police academy.

  550. And I think that's a, I

    think that's great when we,

  551. when we bring some of our

    officers in detectives up there

  552. because it, it gives them more

    experience teaching things

  553. and it's also part of our

    responsibility to help

  554. the whole police, police

    department in the state stand.

  555. So I think it's a good dividend.

  556. - Yes. Being able to, to give

    back to the next generation

  557. of law enforcement is important.

  558. There's a caveat to it.

  559. When we send an officer up

    there to be an instructor

  560. and to help out with

    training, it actually helps

  561. to also count towards their

    training hours requirements.

  562. So there is a bonus

  563. to sending people off edge

    to assist assist classes.

  564. - Those are the good ones.

  565. And the second one is, officer

    Mill is thanked by resident

  566. for professionalism in

    conducting a traffic stop.

  567. And as I was reading the email, I,

  568. I was in, I was in impressed

    by, you know, officer Mills

  569. because it was a dad that wrote

    the email to the department

  570. thanking how Officer Mill was,

  571. because it was a, a, her daughter,

  572. her daughter just learning

    how to drive driver's training

  573. and she made, didn't put that

  575. very uncomfortable situation.

  576. She made it feel comfortable. And part

  577. that really made me proud

    of was that he goes,

  578. he was proud that she

    works for our community.

  579. So those are the type of

    positive experiences that I like

  580. to see when, if there's a traffic stop

  581. and something like that, it

    became something, you know,

  582. a positive for both the driver,

    the father and everybody.

  583. And, you know, that's what

    we're trying to, we're trying to

  584. make sure people are driving safely

  585. and, and things like that.

  586. Not out there to be, you know,

    I don't know how to say it,

  587. but not being, you know,

    harassing people, trying

  588. to just help 'em force the law

    and learn to be good drivers.

  589. So that was, that was a

    great email when I read that.

  590. I was very, very taken by that.
