and to also swear in our newest member

of the police department.

So we'll start with our
swearing in ceremony.

So if I can have Officer Shane
Bradley come up to the stage

and Officer Aiden Birmingham
who is going to pin him
-

- So just to give a quick intro
-
to the community for about Shane.
-
Shane's a New Hampshire native.
-
He comes to us from PLA
style police department
-
where he's been, was employed
there since September of 22.
-
He attended the hundred 91st
New Hampshire Police Academy.
-
He was a classmate of
Officer Birmingham's there
-
and it was Officer
Birmingham who recruited him,
-
I'll say, to come here.
-
So in his time in Plata,
-
he's had experience working
in the patrol division,
-
also served in detectives
down there at their PD
-
prior to police work.
-
He has experience working in the trades
-
and he honorably served our
country in the US Marine Corps.
-
So we are proud to have
Shane with us choosing
-
to join us today in the police department.
-
And it's a benefit to the city
-
to accept a officer who's
already been through the academy.
-
As we don't have to send them
to the 16 weeks of training.
-
We're able to do our
in-house training program,
-
get 'em into field training,
-
and then out onto the
street as soon as possible
-
to serve the citizens of Rochester.
-

- So to start our awards
portion this evening, I'll say

that we solicit every year for
awards from our staff members
-
for a support person of the
year, officer of the year,
-
and the Ted Bla Memorial Award each year
-
and in my career, this is a first for me.
-
We had a record, record
number of nominations
-
which did not make the
task for our admin to sift
-
through the nominations
and decide on the awards.
-
So it's great to see
-
coworkers nominating other coworkers
-
and you know, really
putting an effort forward
-
to show the great work
-
that the people are
doing day in and day out.
-
So kudos to everybody
who submitted for people.
-
I think it's great. So we'll start off
-
with our support person of the year.
-
So Shauna, if I can have
you come to the stage
-
with anybody that you would like.
-
So to introduce Shauna
to everybody, she's one
-
of our admin techs who works
in our records department.
-
She is the smiling face
-
that you see when you come into
the PD lobby during the day.
-
She was nominated by several
of her peers for the work
-
that she does day in and day out.
-
She's been employed here
at the PD since 2021.
-
And as I said, she's the first person
-
that you see when you come in.
-
And she has the privilege
sometimes of dealing with people
-
who are generally committed,
-
who might not be very happy
with why they're there.
-
But she is a smiling face.
-
She often calms people down
-
and really starts off that
interaction in a pleasant manner.
-
She's consistently professional,
delivers the highest level
-
of customer service to the
people that she's dealing with.
-
She is the main point
person who deals with all
-
of our records requests
-
and deals with the insurance companies
-
and the state for handling
of these, these records.
-
So without her hard
work behind the scenes,
-
we wouldn't be able to be successful.
-
So we'd like to honor you
-
and we have a plaque for you
as the 2024 support person
-
of the year in recognition
of your superior performance
-
with the Rochester Police Department.
-

Police officer of the year.

If I can have Officer Brian
Dale come to the stage

with anybody that he would like,

- Wants get a photo.

-
had a record number of eight nominations

by his coworkers for this award.

He's been with us since 2022.
-
He was recognized some, some of the things
-
that people said about him
in their nominations letters.

He has a great attitude,
very knowledgeable
-
for his time as an officer.
-
Works hard to expand his knowledge.
-
Does an excellent job
of building, building
-
and developing rapport with
individuals he's dealing
-
with on service calls.
-
He's very empathetic to individuals.
-
He's react, he's interacting
with, he's a team player,
-
always is positive, motivated,
-
he's very self-motivated
-
and one of the highest proactive officers
-
within the patrol division.
-
He looks to solve problems,
not just the symptoms.
-
And he, during this year, he
took it the lead on a couple
-
of situations that we were
dealing with in neighborhoods
-
and really was the lead
person on working through them
-
and improved the neighborhoods.
-
He's one of the officers who willingly
-
and often takes a ride along from citizens
-
or perspective employees
-
and we always get positive feedback
-
from these people on
their experience with him.
-
So one of his i'll,
-
the last comment is one of his nominations
-
from somebody says that he
feels Officer Dale will someday
-
make a good supervisor.
-
So just saying, oh yeah, not yet.
-
So we have a plaque 2024 police officer
-
of the year presented to
Brian Dale in recognition
-
of superior performance
-
with the Rochester Police Department.

The Chief Blair Memorial Award named

after former Chief late chief Ted Blair.

I didn't have the pleasure
of working with him,

but you hear stories specifically
from Becky of her time

and the enjoyment that she
had working with him in the,

in the type of person that he was.

So I'm gonna read the nomination letter

that was given for, for Matt.
-
I'd like to nominate
Detective Matthew Kimball
-
for the Chief Theodore
Blair Junior Memorial Award.
-
When I looked at characteristics
-
of Chief Blair possessed the
past Memorial Award recipients,
-
I believe Matt will be a great selection.
-
He always conducts himself
in a professional manner,
-
maintaining a positive
attitude, even when he deals
-
with traumatic cases involving
crimes against children.
-
He's the first to ask a
coworker how they're doing
-
and often has the room laughing
with his sense of humor.
-
Matt has a leadership role in the military
-
and has taken a leadership role
-
with the Strafford County
Regional Tactical Operations
-
Unit As a sniper.
-
He helps train the SWAT
team with his knowledge
-
of woodland navigation
-
and tactics in Investigative
Services Bureau.
-
He has taken on additional
responsibilities dealing
-
with internet crimes against children,
-
and being one of our
subject matter experts in
-
cell phone extractions.
-
Matt often sends out helpful
resources to the department
-
to help provide further training.
-
He's well liked by his peers,
-
communicates effectively with everyone.
-
He works with his ability to
maintain positive attitude
-
and motivate others to help
-
accomplish the department's mission.
-
When I think of the term police
professional, I am honored
-
to say I work with multiple
people who come to mind.
-
Matt is one of those individuals
-
and will be a great addition
to the Chief Theater,
-
Blair Junior Memorial Award recipients.
-
This is submitted by one of his coworkers,

So continuing on, we are now
in item five B monthly reports.

- Thank you Commissioner.
I'll just touch on
-
some key points on our
support services bureau.
-
Starting with our detectives
units, we had seven
-
ISB callouts during this reporting period.
-
Very busy month for
detectives regarding that.
-
They currently have one active
background investigation
-
going hopefully some more
-
regarding our dispatch center.
-
One of our trainees was
recently released to
-
solo dispatching.
-
So that's always encouraging.
-
We've talked every month about how
-
staffing has been down in that center.
-
So it's always good when we have somebody
-
that gets off a field training.
-
We still have one other person
that is still in training
-
and two other people have
been past their backgrounds
-
and have been given start dates leaving us
-
with one open position
in the dispatch center.
-
So right now things are
trending better than they have
-
in the past several years in the center.
-
So that's really encouraging to see.
-
And we obviously, we
hope that it continues.
-
We had some training
during the month for both,
-
for all staff regarding harassment
-
and our required annual
trainings for the academy.
-
As well as some in-house trainings.
-
We've helped training
some of the newer officers
-
and people that are on field training.
-
So we continue to do a a,
a good job getting people
-
ready for certain things.
-
Before I move on, do you
have any questions so far?

- Excellent. Our school
resource officers in the middle
-
school and in the high
school still continue
-
to teach lead classes and
perform their other SRO duties.
-
Their tremendous help to
the schools. And for us.
-
We have begun our explorer program.
-
We've had some trainings with them on,
-
I believe it's Tuesday nights.
-
And that seems to be
very successful this far.
-
They seem to be enjoying it.
-
The instructors seem to
be taking a liking to it
-
and they've kind of revamped
-
the format a little bit this year.
-
And so far it seems to be
off to a, a great start.
-
- Do you know how many
participants we have
-
in that Explorers?
-
- I think 20. Wow.
-
If I remember correctly,
I'm not, I'm, I'm not sure.
-
I'm not sure on the positive number,
-
but I, I think it was around 20 the last
-
time I, I had checked into it.
-
- Yeah. Last night they
have their meetings on
-
Tuesday nights and last
night when I looked
-
in, all the seats were filled.
-
So it was about 18 to
20 kids that were there.
-
So that's that's awesome.
-
Yeah, and we were about the same last
-
year too, so that's good.
-
- Wow.
- I'm gonna move on
-
to our Diversion Dream
Teen Drug Court program.
-
Some things to note are,
-
we had another successful teen night
-
where they had about 120
students in attendance.
-
We helped participate in
Winter Fest on January 25th,
-
which was also a success about estimated
-
around 300 in attendance for that as well.
-
It was a decent day
-
and a, a good turnout for,
for that kind of weather.
-
So we were pleased with that.
-
And unless you have any questions,
-
that's really all I have to report out on.

- No, I, I just, one comment.
-
I had the opportunity to
stop in tea night last month.
-
I found that it was very
well organized and run
-
and we had some great staff there.
-
I think it's a great event. It
gives that age group a chance
-
to go to do something in, in
a safe environment, which,
-
which is something that
we need to continue to do.
-
So it's very well done. Yeah. Thank you.

on the financial purchasing end.

The lines are all, are
where we expect them to be.

Also, we are approaching
the end of the building,
-
the fiscal year 26 budget.
-
We've created our requested
budget, submitted it
-
to the City Manager and
the finance department,
-
and the chief has started on
a lot of the presentations
-
explaining what we're asking for
-
and why for our upcoming budget
-
on the training and hiring end.
-
Captain Pinkham already mentioned it,
-
but there is a increase in the
required hours starting this,
-
excuse me, for January, 2025.
-
Required hours per officer,
per the academy is 24 hours.
-
We don't generally have a
problem meeting that requirement
-
because we do send officers
to a lot of trainings.
-
But now that is mandated
through the academy.
-
Some of the trainings, this past month
-
we had four officers attend a
DEA basic narcotics symposium.
-
Three officers attended a
interview and interrogation class.
-
Three officers, excuse
me, two officers Identi
-
attended a drug identification training.
-
Andres were a mass, our three, excuse me,
-
our four officers who are in
field training have progressed
-
to phase three of field training.
-
They're progressing well.
-
Officer Claire Buff
completed field training
-
and she had her training review board
-
and she's been on solo
patrol for some time now.
-
We saw that Officer Shane
-
Bradley has come onto the department.
-
He is now in field training as well.
-
We expect his field training
to go relatively quick
-
because of his experience with Plato.
-
Our two officers in the
academy, officer Stevens
-
and Officer LaClaire are
progressing well in the academy
-
and we continue to interview
qualified candidates.
-
We have multiple people
in the background stage
-
and we currently have four
openings for police officers.
-
- Is that including the one tonight?
-
- No, we are after tonight's
meeting. We have four after
-

And, and the pat is,

we're still recruiting good offices.

We haven't less than our standards.

We haven't lessened our requirements.

Everybody that we've been
hiring have been very good

applicants and should
make fine police officers.

And I think it's proven
in the past that the ones
-
that have gone through and
on the streets now has proved
-
that our process may tough,
-
but it it's a good process
-
and it's worth it at the end
of the, at the end of the day.
-

- I that's, you know,
-
you guys are doing your
whole department chief
-
and all you guys are doing a great job on,
-
on our recruiting retention.
-
It's very well noticed. Okay.

It's kind of dovetailing off the Deputy

chiefs talking a little bit.

So FY 26 budget has been submitted.

The budget process is
well in way as he said
-
this past Saturday.
-
The deputy and I took part in the
-
CIP budget committee meeting.
-
So it's a new process.
This is the second year
-
of this process with the CIP committee.
-
So we were here on Saturday
-
where we presented our two CIP projects
-
for this fiscal upcoming fiscal year.
-
Our two projects are annual
cruiser replacement program.
-
We're asking for three frontline cars
-
that are replacing vehicles
-
and we're asking for one
backline car that's a replacement
-
to the one that we moved
to the parking division.
-
Parking division prior
-
to this past year hasn't
had its own vehicle.
-
And with the changes that
are coming in the city
-
for parking, more parking
enforcement, parking regulations,
-
they needed a vehicle to get around.
-
So we took one of our back line
-
vehicles to dedicate to that.
-
So it's kind of replacing a backline
-
vehicle for our detectives.
-
Our second project is our a
weapons replacement project.
-
Our handguns that we
currently have in service
-
have been in service
since approximately 2008.
-
So we are past the point,
the industry standards
-
around 10 years for replacement.
-
But these weapons have
held up very, very well.
-
So we haven't had the
need to replace them,
-
but we're coming to the
point of we feel we need
-
to make that replacement. So,
-
- So do you have a weapon in mind?
-
- We, well, the, the CIP
committee made mention
-
of it on Saturday.
-
Obviously, SIG Sour is now
a large employer in the city
-
and we will certainly reach out to them
-
to talk about their products,
-
but we will do our due diligence
-
and look at all manufacturers
-
and what we will our best value as well.
-
So I would, as I said on
Saturday, I would love to partner
-
and be able to work with sig.
-
But you know, we, we
are check all the boxes.
-
We gotta check all the boxes.
We're gotta be fiscally
-
responsible to our, to
the city and the citizens.
-
So we will do our due diligence.
-

- And that's all I had for other

Basically last item correspondence.
-
And we have a couple items on that.
-
Detective Livingstone, detective Dcos
-
and Officer Ganter are thanked
-
by the brought police
standards for assisting
-
during the 1 98 session
of the police academy.
-
And I think that's a, I
think that's great when we,
-
when we bring some of our
officers in detectives up there
-
because it, it gives them more
experience teaching things
-
and it's also part of our
responsibility to help
-
the whole police, police
department in the state stand.
-
So I think it's a good dividend.
-
- Yes. Being able to, to give
back to the next generation
-
of law enforcement is important.
-
There's a caveat to it.
-
When we send an officer up
there to be an instructor
-
and to help out with
training, it actually helps
-
to also count towards their
training hours requirements.
-
So there is a bonus
-
to sending people off edge
to assist assist classes.
-
- Those are the good ones.
-
And the second one is, officer
Mill is thanked by resident
-
for professionalism in
conducting a traffic stop.
-
And as I was reading the email, I,
-
I was in, I was in impressed
by, you know, officer Mills
-
because it was a dad that wrote
the email to the department
-
thanking how Officer Mill was,
-
because it was a, a, her daughter,
-
her daughter just learning
how to drive driver's training
-
and she made, didn't put that
the new driver, learning how
-
to train with a dad there into a
-
very uncomfortable situation.
-
She made it feel comfortable. And part
-
that really made me proud
of was that he goes,
-
he was proud that she
works for our community.
-
So those are the type of
positive experiences that I like
-
to see when, if there's a traffic stop
-
and something like that, it
became something, you know,
-
a positive for both the driver,
the father and everybody.
-
And, you know, that's what
we're trying to, we're trying to
-
make sure people are driving safely
-
and, and things like that.
-
Not out there to be, you know,
I don't know how to say it,
-
but not being, you know,
harassing people, trying
-
to just help 'em force the law
and learn to be good drivers.
-
So that was, that was a
great email when I read that.
-
I was very, very taken by that.
-
