Open Public Comment V. Guest: Rutland Regional Planning Commission update on grant program VI. Discussion and Action Items: a) Review Bills/Expenditures and Sign Selectboard Orders b) Status on 2651 West Street – letter to residents c) Timber lot harvest in Proctor and approval to allow forester to mark trees, obtain bids and generate contract – looking for board approval to move forward d) Planning Commission Ordinance update on short-term rentals – review and edit or approve e) Local Emergency Management Plan – review and needs approval f) Beaver Pond Committee appointment of Kim Metcalf as 5th member and Parks & Rec appoint Kayla Razanouski VII. Board of Water Commissioners a) Delinquent account shut off letters sent, resulted in some payment agreements have been made b) Aldrich & Elliott to assist in the lead/copper inspections. $100,000 may be available with 100% forgiveness c) Water/Sewer Rate Sheet updated, additional changes or edits d) Other business VIII. Board of Sewer Commissioners a) State approved Asset Management plan so Aldrich & Elliott can move forward on WWTF design, hoping for bond approval November, then bids b) Other business IX. Executive Session Zion Growers Response “I move to find that premature general public knowledge regarding the town’s status with ZION Growers would clearly place the town at a substantial disadvantage, because the selectboard risks disclosing its strategy if it discusses the proposed terms in public.” “I move that we enter into executive session to discuss the town’s status with ZION Growers under the provisions of Title 1, Section 313(a)(1)(A) of the Vermont Statutes XII.
